Study on Public Private Partnership in the Field of Digital Governance

Abstract: The continuous development of digital technology has made the social governance environment more complex. Faced with the increasingly complex and uncertain social situation in the post-industrial society caused by the updating and iteration of high-tech, the government has turned to the private sector with abundant technological resources to seek cooperation, which has promoted the development of public-private partnerships in the field of digital governance. This article analyzes the changes in public-private partnerships that have evolved from traditional governance to digital governance at three levels: cognitive level, collaborative motivation, and operational mechanism. It is found that at the cognitive level, the traditional concept of government control over the entire process of management has shifted to the public-private sector placing more emphasis on cooperation and actively creating good partnerships; At the level of cooperation motivation, the focus has shifted from the traditional partnership model of resource exchange and complementarity between the public and private sectors to using scientific and technological means as policy tools to influence the direction and development of public decision-making; At the operational mechanism level, the focus has shifted from selecting cooperative suppliers, formulating, supervising and reviewing contracts, and avoiding procurement risks to designing cooperation frameworks, sharing cooperation risks, and professionalizing the cooperation process.
