Abstract: In recent years, with the deepening advancement of energy structure transformation and electricity marketization reform, state-owned enterprises in the power generation industry have faced increasing challenges such as rising cost control pressures and escalating supply chain risks. Against this backdrop, centralized procurement has gradually become a key measure for state-owned enterprises to deepen supply chain reform, serving as an important means to optimize resource allocation and enhance bargaining power. This paper focuses on state-owned enterprises in the power generation industry, systematically analyzing their material classification systems, as well as the typical models and execution processes of centralized procurement. Additionally, it explores the criteria for selecting centralized procurement models, emphasizing the need for comprehensive decision-making based on material characteristics, market supply conditions, and corporate strategy. This research provides theoretical references and practical pathways for optimizing procurement management models in state-owned enterprises within the power generation industry, offering positive implications for enhancing the overall competitiveness of the industry's supply chain.
