Improvement of the “Three-Level Appointment” Mechanism in the Context of Sunshine Policing — Based on the Successful Example of Yongzhou, Hunan

Abstract: The mechanism of "sunshine policing and three-level appointment" in Yongzhou is an innovation of the petition mechanism under the background of the modernization of urban governance. This mechanism is based on the built video command system to reasonably satisfy the requirements for people by means of video appointment, purchasing legal services, inviting lawyers and other social forces. Using this mechanism, the grassroots social governance system can be improved, the modernization of regional management ability can be promoted, which is conducive to the development of harmonious society. However, there are still some problems in the operation of this mechanism, such as the insufficient abilities of petitioners, the misconceptions in the public’s awareness of petitions, and etc. It is proposed to accelerate the petition team and platform construction, give full play to the role of the third party, and enhance publicity and education, thereby guiding the masses out of the misunderstanding of letters and visits.
