Analysis on Status Quo and Countermeasures of False Public Welfare Fraud

Abstract: At present, the public welfare information is increasing, the form and content are becoming richer, and the public welfare activities are also undergoing continuous attempts and innovations. Compared with traditional public welfare in China, "Internet + public welfare" is dazzling with its fast information transmission, wide audience, and effective combination of online and offline services. But at the same time, public welfare fraud crime also emerges at the same time. This crime has occurred frequently in China, with common characteristics of network fraud crime such as concealability, virtuality and wide scope of damage. The subject of criminal behavior often relies on the victim's "chivalry feelings" and booming enthusiasm for public welfare to commit fraud. Through investigation and study of public welfare fraud phenomenon, it can facilitate the understanding on this new form of fraud, and feasible methods can be taken to prevent moral risk and crime of fraud, so as to promote the long-term development of public welfare undertakings in our country.
