The journal receives manuscripts written in Chinese or English. As for Chinese papers, the following items in English are indispensible parts of the paper: paper title, author(s), author(s)' affiliation(s),abstract and keywords. If this is the first time you contribute an article to the journal, please format your manuscript as per the sample paper and then submit it into the online submission system. Accepted papers will immediately appear online followed by printed hard copies by Ivy Publisher globally. Therefore, the contributions should not be related to secret. The author takes sole responsibility for his views.

Research on Performance Evaluation Methods for Human Resource Management in Public Service Institutions

Abstract: As crucial providers of public services, the human resource management efficiency of public service institutions directly impacts service quality. Performance evaluation, as a core link, suffers from traditional methods with single indicators and insufficient result application. This paper explores scientific optimization paths for performance evaluation by introducing modern management tools such as Key Performance Indicators (KPI), Balanced Scorecard (BSC), and 360-degree feedback. The research demonstrates that diversified evaluation indicators, strengthened result application, and enhanced transparency can significantly improve employee motivation and organizational effectiveness. Case analysis further validates the effectiveness of optimization measures. In the future, with the development of management concepts and technologies, performance evaluation in public service institutions will become more refined and intelligent, providing support for high-quality public service development.
